Why Scottish Highers Have a Band-1 / Band-2 UCAS Tariff Split

Most UK Level 3 qualifications (A-Levels, BTEC, IB, T-Levels) publish one grade letter per subject, so UCAS assigns one Tariff value per letter. Scottish SQA instead publishes a raw band sub-structure within each letter grade: A1, A2, B1, B2, C1, C2 and D.
